    Contrary to popular philosophical belief, judgment can indeed be an intentional action. That's because an intentional judgment, even one with content p, need not be intentional as a judgment that p. It can instead be intentional just as a judgment wh- for some specific wh- question—e.g. a judgment of which x is F or a judgment whether p.     Uncontroversially, individuals exercise agency in acting; can we say the same about believing? This paper argues that subjects do indeed exercise agency over their beliefs and provides an account by which this is possible. On my picture, self-awareness is fundamental to the nature of doxastic agency.     It is tempting to think (though many deny) that epistemic agents exercise a distinctive kind of control over their belief‐like attitudes. My aim here is to sketch a “bottom‐up” model of epistemic agency, one that draws on an analogous model of practical agency, according to which an agent's conditional beliefs are reasons‐responsive planning states that initiate and sustain mental behavior so as to render controlled.
