In response to my article “Earth, Technology, Language”, Christopher Müller asks whether use-oriented theory and Wittgensteinian language can capture the structural relations of power that shape habituation and argues that digital media do not provide opportunities for empowerment and democracy because there is no co-ownership. In my reply I argue that I have shown that this can be done with the broader conception of use I propose, that the grammar of technology should also be understood in terms of implicit knowledge, (...) and that technology, like language, also has a public dimension: I claim that there is no such thing as a private technology or private power, and that some degree of co-ownership or resistance is possible. In the second part of the paper I reply to Bas de Boer’s questioning of my criticism of postsphenomenology. I insist that postphenomenology does not have the full instrumentarium to carry out an adequate and comprehensive analysis of the social dimension of technology use, and that it is important to attend to the structural dimension of technology, with or without use of the term ‘transcendental’. I clarify my use of the term as referring to conditions of possibility. (shrink)

Heidegger has been blamed for being obsolete, irrelevant, ignorant and even dangerous in relation to contemporary philosophy of technology. Based on mainly two texts from Heidegger’s post-war production, “The Question Concerning Technology” and “Only a God can Save Us”, this commentary to Don Ihde’s article tries to show how Heidegger actually makes sense to philosophy of technology. The sheer fact that many postmodern thinkers, among those Don Ihde, are constantly ‘measuring’ their line of thoughts and use of concepts against Heidegger’s (...) original thinking is proof of this relevance. I think that Heidegger, despite his despicable political and moral convictions, is needed when it comes to a critique and understanding of contemporary technological innovation and development in relation to what it means to be human. Most important is to stress that Heidegger was not a technodystopian, which a thorough reading of the two selected texts clearly shows. On the contrary, Heidegger points at the existential dialectical essence in technology, which means that both damnation and redemption can be mediated by technology. (shrink)

One of the pressing issues in philosophy of technology is the role of human creativity in human-technology relations. We first observe that a techno-centric orientation of philosophy of technology leaves open the role and contribution of human creativity in technological evolution, while an anthropocentric orientation leaves open the role of the technical milieu in technological evolution. Subsequently, we develop a concept of creation as deviation and responsiveness in response to affordances in the environment, inspired by the affordance theory by James (...) Gibson. With this concept of creation as deviative responsiveness, we articulate the human contribution to human-technology creation, namely, our intentional deviation of the inhibiting forces of the currently dominant niche or meaningful world of human-technology relations, in order to become responsive to new affordances in human-technology creation that constitute a new niche or world of human-technology relations. This paper situates Günther Anders’s diagnosis of a shift in the modes of human self-production from hermeneutic and educational practices to techno-scientific interventions in the broader context of observations concerning posthumanism and biopolitics. It proposes to reframe the problem of human self-production within the philosophy of media and traces a common anti-hermeneutic trajectory to which both technoscientific transhumanism and certain strands of posthumanism belong, insofar as they are based on an ontology that exclusively considers causally effective agency. With Anders and (...) Martin Heidegger it is argued that such a focus on agency neglects the dimension of meaning that irreducibly guides technoscientific interventions. The paper claims that, with regard to the escalating dynamics both of human enhancement and of the Anthropocene, neither a truly critical theoretical stance nor a practical subversion is possible without taking the horizons of meaning into account that drive these dynamics. The last section sketches an outline of the complex interrelations of humans, technologies and meaning that cannot be mapped in terms of causally effective agency. (shrink)

Of the various developments in the emerging, inchoate field of philosophy of technology, the “empirical turn” stands out as having left the most enduring mark on the trajectory contemporary research takes. From a historical point of view, the empirical turn can best be understood as a corrective to the overly “transcendentalizing” tendencies of “classical” philosophers of technology, such as Heidegger. Empirically oriented philosophy of technology emphasizes actual technologies through case-study research into the formation of technical objects and systems (constructivist studies) and how they, for example, transform our perceptions and conceptions (the phenomenological tradition) or pass on and propagate relations of power (critical theory). This paper explores the point of convergence of classical and contemporary approaches by means of the notion of the “example” or “paradigm.” It starts with a discussion of the quintessential modern philosopher of technology, Martin Heidegger, and his thinking about technology in terms of the ontological difference. Heidegger’s framing of technology in terms of this difference places the weight of intelligibility entirely on the side of being, to such an extent that his examples become heuristic rather than constitutive. The second part of the paper discusses the methodological and epistemological import of the “example” and the form of intelligibility it affords. Drawing on the work of Wittgenstein (standard metre), Foucault (panopticism), and Agamben (paradigm), we argue that the example offers an alternative way of understanding the study of technologies from that of empirical case studies. Experimental philosophy is a relatively recent discipline that employs experimental methods to investigate the intuitions, concepts, and assumptions behind traditional philosophical arguments, problems, and theories. While experimental philosophy initially served to interrogate the role that intuitions play in philosophy, it has since branched out to bring empirical methods to bear on problems within a variety of traditional areas of philosophy—including metaphysics, philosophy of language, philosophy of mind, and epistemology. To date, no connection has been made between developments in experimental philosophy (...) and philosophy of technology. Praised as a panacea for resolving all societal issues, and self-evidently presupposed as technological innovation, the concept of innovation has become the emblem of our age. This is especially reflected in the context of the European Union, where it is considered to play a central role in both strengthening the economy and confronting the current environmental crisis. The pressing question is how technological innovation can be steered into the right direction. To this end, recent frameworks of Responsible Innovation (RI) focus (...) on how to enable outcomes of innovation processes to become societally desirable and ethically acceptable. However, questions with regard to the technological nature of these innovation processes are rarely raised. For this reason, this paper raises the following research question: To what extent is RI possible in the current age, where the concept of innovation is predominantly presupposed as technological innovation? On the one hand, we depart from a post-phenomenological perspective to evaluate the possibility of RI in relation to the particular technological innovations discussed in the RI literature. On the other hand, we emphasize the central role innovation plays in the current age, and suggest that the presupposed concept of innovation projects a techno-economic paradigm. In doing so, we ultimately argue that in the attempt to steer innovation, frameworks of RI are in fact steered by the techno-economic paradigm inherent in the presupposed concept of innovation. This paper offers a twofold ontological conceptualization of technology in the Anthropocene. On the one hand, we aim to show how the Anthropocene occasions an experience of our inescapable inclusion in the technological structuring of reality that Martin Heidegger associates with cybernetics. On the other hand, by confronting Heidegger’s thought on technology with Georges Bataille’s consideration of technological existence as economic and averted existence, we will criticize Heidegger’s account by arguing that notwithstanding its inescapable inclusion in cybernetics, technology in the (...) Anthropocene itself fosters an experience of what remains excluded. We conclude by indicating how such an experience is relevant for contemporary philosophical investigation of technology. (shrink)

This commentary attempts to contribute to a further elucidation of Dominic Smith’s call for a rehabilitation of the transcendental in philosophy of technology. On the one hand, it focuses on why such a rehabilitation is deemed necessary, particularly in light of Smith’s diagnosis of a contemporary tendency towards reification and presentism. Postphenomenology is discussed as a challenge and invitation to further clarify the stakes. On the other hand, this commentary inquires into how Smith envisages the achievement of a rehabilitation of (...) the transcendental. Further attention is given to Smith’s idea of a renewed sense of the transcendental. Following his own cues and situating this renewal in the philosophical tradition, the question whether the involved philosophical praxis should be primarily understood as political is brought to the fore. In so doing, Smith’s reading and extension of Luciano Floridi’s attempts to move beyond Kant receive special attention, since the transcendental is here understood in terms of conditions of feasibility. The challenge put to Smith is to contrast this approach with social-constructivist approaches on the one hand, and Stiegler’s thought regarding technics and the transcendental on the other. Finally, Smith’s commitment to taking exception is analyzed to ask how and which logic is at play there. (shrink)

The empirical-transcendental debate in philosophy of technology, as debates go, took a turn toward the counterposing of the two perspectives, ‘empirical’-pragmatic-pragmatist versus ‘transcendental’-critical. Postphenomenology aligns itself with the former standpoint, and it is in this spirit that commentators have criticized it for its too-instrumentalist stance and lack of overarching, i.e., transcendental orientation. But the positions may have become too starkly delineated in order for the debate to reach any breakthrough: a seemingly unbridgeable gap yawns between the stances of ‘technology with (...) a small “t”’ and ‘Technology with a capital “T.”' Is there any way to reorient the debate? In this paper I propose to do so by considering whether there would be some way of arriving from one end of the spectrum to the other—crossing the gap. Exploring the purported wasteland in between “technology” and “Technology” by way of object-oriented ontology (OOO)—Harman, Morton—we can find it actually filled with countless gaps, adhering to every thing. Following the radical insights of OOO, we’d have to attest to a ‘thing-transcendentality.’ The ‘gap,’ then, that seemed so threatening and all-encompassing, becomes smeared out, levelled down to a multiplicity of perspectives. And this casts the debate, with its purported strict tension between ‘empirical’ and ‘transcendental’ positions, in fresh terms, opening up new ways for studying how the two interrelate. (shrink)

I approach the idea of empirical turns and transcendental theories indirectly. I do not start “post-“ or “neg-” anything; instead I begin pre-philosophically—that is, before everyone has a position and opposes other positions—with Heidegger’s “preparatory hermeneutical” question: As whom and with what concerns do empirically or transcendentally minded philosophers of technology respond to their experience of technoscientific life? For example, in his second Untimely Meditation, Nietzsche identifies his concern as one of “taking advantage” of historical knowledge “for life,” that is, (...) he understands himself to be motivated by a life-driven, not scientific “need.” But how are “needs” in Nietzsche’s sense to be distinguished? The question leads straight to Heidegger’s idea of a hermeneutics that comes “before philosophy”—a “hermeneutics of facticity” that considers “what goes on in [i.e., motivates] a philosophy before it becomes what it is”? I argue that once Nietzsche’s notion of need is expanded and deepened in Heidegger’s direction, we gain some clarity about how to appropriate any information “for life,” whether it is science-based, culturally operative, or phenomenological. I then consider Ihde, Stiegler, and the future prospects of empirical turns and transcendental theories in light of this idea. (shrink)

This article builds on the hypothesis that theoretical approaches to philosophy of technology are currently stuck in a false alternative: either embrace the “empirical turn” or jump back into the determinism, pessimism, and general ignorance towards specific technologies that characterized the “humanities philosophy of technology.” A third path is however possible, which consists of articulating an empirical point of view with an interest in the symbolic dimension in which technologies and technological mediations are always already embedded. Bourdieu’s sociology of the (...) symbolic forms represents an important and mostly unexplored resource in this respect. In this article, we introduce the notion of technological capital and its tree states—objectified, institutionalized, and embodied. In the first section, we briefly account of the empirical turn in philosophy of technology. Specific attention is then devoted to postphenomenology. We depict three perspectives in postphenomenology: standard postphenomenology, in which one single human-technology-world relation at a time is considered; the attempt of some technological mediation theorists to articulate postphenomenology and actor-network theory ; the original effort in Ihde, which is currently practiced by a minority of postphenomenologists, to combine an interest for the empirical dimension of technological mediations with an attention to the social and cultural conditions of possibility in which these mediations are embedded. In the second section, we consider some recent critiques of the limits of the empirical turn in philosophy of technology, especially related to postphenomenology. Furthermore, we argue that Pierre Bourdieu’s sociology may benefit the philosophy of technology. One might say that according to a Bourdieusian perspective, technologies are, in their invention, implementation, and use, embedded in symbolically organized interactions among social actors or groups. The notion of technological capital is introduced. A specific attention is given to its embodied state, which is related to the habitus. Such concept suggests that, to rephrase the famous sentence by Heidegger, “the essence of technology is not totally technological.” In the conclusion, we consider three risks related to a Bourdieusian approach to technology: transparency, determinism, and absolutism. Technologies are undeniably having a decisive, transformative impact on Earth, yet the currently prevailing empirically orientated approaches in the philosophy of technology seem unable to get to conceptual grips with this fact. Some thinkers have therefore been trying to develop alternative methods capable of clarifying it. This paper focuses on Vincent Blok’s call for rehabilitating an ontologically oriented approach. It reconstructs the rationale of his method as well as its key elements and structure. Elucidating Blok’s emphasis on the experience of (...) climate change, the paper clarifies his call for a terrestrial turn in the philosophy of technology. This turn is indisputably needed, but Blok’s conceptualisation of Earth is problematic: Apart from its speculative nature, it underestimates the impact of humans on Earth. Blok seeks to clarify how ontic phenomena, especially particular technologies, can have an ontological impact, but there is a friction between his Heideggerian concept of the world as grounding inner-worldly beings and the idea of technologies as founding a new world. Identifying the elements where the undoubtedly required ontological approach needs to be rethought, the paper suggests that we need more mundane conceptualisations of both Earth and the world, accompanied by more attention to ontic processes. As a distinctive voice in the current philosophy of technology, postphenomenology elucidates various ways of how technologies “shape” both the world and humans in it. Distancing itself from more speculative approaches, postphenomenology advocates the so-called empirical turn in philosophy of technology: It focuses on diverse effects of particular technologies instead of speculating on the essence of technology and its general impact. Critics of postphenomenology argue that by turning to particularities and emphasizing that technologies are always open to different uses and (...) interpretations, postphenomenology becomes unable to realize how profoundly technology determines our being in the world. Seeking to evaluate the postphenomenological ability to radically reflect on the human being conditioned by technology, I discuss the two most pertinent criticisms of postphenomenology: an “existential” one by Robert C. Scharff and an “ontological” one by Jochem Zwier, Vincent Blok, and Pieter Lemmens. Assessing the ontological alternative, I point to incapacity of Heidegger’s concept of Enframing to do justice to material technologies. Simultaneously, I acknowledge the necessity of speculating on technology as transcending concrete technologies. Such speculating would be instrumental in reviving Ihde’s idea of non-neutrality of technology in its full philosophical potency. (shrink)

We live in a world where it is impossible to exist without, and beyond, technologies. Despite this omnipresence, we tend to overlook their influence on us. The vigorously developing approach of postphenomenology, combining insights from phenomenology and pragmatism, focuses on the so-called technological mediation, i.e., on how technologies as mediators of human-world relations influence the appearing of both the world and the human beings in it. My analysis aims at demonstrating both the methodological weaknesses and open possibilities of postphenomenology. After (...) summarizing its essentials, I will scrutinize, first, its ability to turn to the technological things themselves and, second, the so-called empirical turn as realized by postphenomenology. By assessing its conceptual framework from the phenomenological perspective, I hope to demonstrate that postphenomenology needs philosophical clarification and strengthening. In short, it needs a more phenomenological, and less pragmatic, approach to technology in its influence on human experience. (shrink)

The quickening pace of technological development on a global scale and its increasing impact on the relation between human beings and their lifeworld has led to a surge in philosophical discussions concerning technology. Philosophy of technology after the “empirical turn” has been dominated by three approaches: actor-network theory, critical theory of technology and postphenomenology. Recently, scholars have started to question the philosophical roots of these approaches. This paper critically questions Ihde’s early adoption of Heidegger’s philosophy of technology in postphenomenology. First, (...) the paper clarifies the central contributions of Heidegger’s philosophy of technology to postphenomenology. It then uses Heidegger’s early work on Aristotle to argue that Ihde’s notion of “use context” is based on a distorted account of Heidegger’s notion of the “totality of relevance”. Correspondingly, it contends that this has led to a misinterpretation of Heidegger’s technology critique. Second, an alternative reading of Heidegger’s ideas concerning technology is offered. This reading traces Heidegger’s use of the concept of telos in the totality of relevance to his discussion of Aristotelian virtue. It is subsequently shown how the question of the temporality of the mode of being of virtue is related to the notion of authenticity, which lies at the heart of Heidegger’s philosophy. Finally, the paper argues that postphenomenology could gain from philosophers who targeted Heidegger’s central notion of authenticity, notably Arendt and Ricoeur. (shrink)

The purpose of the present article is to contribute to the postphenomenological theory of technological mediation by introducing a new type of ‘human-technology’ relation named ‘transcending mediation’. Previously postphenomenology didn’t pay much attention to the role technology plays in mediating human relation to Transcendence. This was because of empirical turn and pragmatism that are anti-metaphysical in their nature. In the present paper, however, I will show that the empirical element of technology can be balanced by some metaphysical findings. Keeping this (...) in mind, I will rely on Karl Jaspers’s metaphysics of ciphers in order to demonstrate how technology mediates not only our relation to the world but also shapes human’s relation to Transcendence. As I am going to show in the present paper, this sort of mediation becomes possible because technologies are actively participating in so-called self-transcending practices. The latter, according to Karl Jaspers, are practices through which humans can elucidate one’s true self (e.g., become an Existenz). In this article, I will take a case of Smart education as a particular type of self-transcending practice and will show how contemporary AI educational systems enable and disable particular forms of becoming true self (Existenz). This paper revives phenomenological elements to have a better framework for addressing the implications of technologies on society. For this reason, we introduce the motto “back to the technologies themselves” to show how some phenomenological elements, which have not been highlighted in the philosophy of technology so far, can be fruitfully integrated within the postphenomenological analysis. In particular, we introduce the notion of technological intentionality in relation to the passive synthesis in Husserl’s phenomenology. Although the notion of technological intentionality has (...) already been coined in postphenomenology, it is “in tension” with the notion of technological mediation since there are still no clear differences between these two concepts and studies on how they relate one to another. The tension between mediation and intentionality arises because it seems intuitively reasonable to suggest that intentionality differs from mediation in a number of ways; however, these elements have not been clearly clarified in postphenomenology so far. To highlight what technological intentionality is and how it differs from mediation, we turn the motto “back to the things themselves” into “back to the technologies themselves,” showing how the technologies have to be taken into consideration by themselves. More specifically, we use the concept of passive synthesis developed by Husserl, and we apply it to technologies to show their inner passive activity. The notion of the passive synthesis enables to demonstrate how technologies are able to connect to a wider (technological) environment without the subjects’ activity. Consequently, we claim that technologies have their pole of action, and they passively act by themselves. (shrink)

This paper aims to show a possible path to address the introduction of intimate digital technologies through a phenomenological and postphenomenological perspective in relation to Japanese and Chinese contexts. Digital technologies are becoming intimate, and, in Japan and China, there are already many advanced digital technologies that provide digital companions for love relationships. Phenomenology has extensive research on how love relationships and intimacy shape the subjects. At the same time, postphenomenology provides a sound framework on how technologies shape the values (...) and meanings we have. Thus, this paper introduces two digital technologies in Japan and China (_Love Plus_ and _XiaoIce_ chatbot), and it analyses according to the elements proposed by phenomenology and postphenomenology. In conclusion, this paper shows how digital companions like _Love Plus_ and _XiaoIce_ chatbot change who we are and the values and meanings we have according to the phenomenological and postphenomenological framework. These entities might not be human, but they shape who we are as human beings and the meanings and value we give to love. (shrink)

In this reply I further defend my claim that the transcendental should always remain a primary concern for philosophy of technology as a philosophical enterprise, contra the empirical turn’s rejection of it. Yet, instead of emphasizing the non-technological conditions of technology, as ‘classic’ thinkers of technology such as Heidegger did, it should recognize technology itself as the transcendental operator par excellence. Starting from Heidegger’s ontological understanding of transcendence I show that while technical artifacts may indeed always conform to a certain (...) horizon of understanding, they also constitute this horizon in specific ways. Following Stiegler I show that concrete technologies (technology with a small ‘t’) are not just empirical effects of an overarching movement of transcendence (Technology with a capital ‘T’) but are originally constitutive of it. In response to Romele’s critique that the social, language, images, imaginaries, symbols, etc. are also transcendentals, I argue that all these phenomena are always already conditioned by technical milieus. As for Besmer’s contention that I offer a reductive interpretation of postphenomenology’s notion of multistability, I argue that there are decisive systemic and organological limits to multistability offered by technical artefacts and that all variation in use and implementation is always constrained by inherent technical tendencies and processes of concretization. Agreeing with Besmer that the transcendental and the empirical should be understood not oppositional but compositional I argue that technology may be that which constantly ‘mediates’ between the two. This paper explores how Pope Francis’ critique of “the technocratic paradigm” in Laudato Si’ can contribute to an environmental ethics governed by asymmetries of power and agency. The technocratic paradigm is here theorized as linked to forms of anthropocentrism that together engender a dangerous alliance between the powers of technology and technologies of power. The meaning and import of this view become clearer when the background of these ideas gets excavated in the works of Romano Guardini. The contemporary manifestation of (...) Guardini’s warnings appears in the form of myriad environmental injustices wrought by structures of power linked to technology. To counter such injustices, we must discern which types of technologies to develop and how to limit technocratic approaches for the sake of other values. The integral ecological outlook favored by Francis may be interpreted as a kind of eco-politics, or even, controversially, an eco-technology, with the cultivation of technologies of contemplation. Applying Peter Sloterdijk’s conceptions of anthropotechnics and monogeism to the Ignatian Exercises animating the Jesuit Francis’ work, we can see how such technologies hold potential for Catholicism to collaborate better with secular strategies in relating to Earth’s agency in a new eco-politics. Such an eco-politics could furnish an alternative to bio-politics, especially if governed by aspects of the Franciscan form-of-life identified by Giorgio Agamben. Such a project ultimately moves us beyond Laudato Si’ and the work of Romano Guardini, pointing up the limitations of Laudato Si’ in engaging the agency of the Earth. (shrink)

What will philosophy of technology be as its practitioners depart from the cross- roads of the ideas of Don Ihde and Bernard Stiegler? Their two lines of thought confront and cross each other, giving rise to different ways of understanding technologies. Rather than following one or the other of these directions, I propose an Erörterung of such crossroads. As Heidegger’s commentary on Georg Trakl’s poetry insists, Erörterung means, first, “to point out the proper place or site of something to situate (...) it,” and, second, “to heed that place or site ”. This Erörterung has to be conducted at multiple times, on multiple levels, as each of them hermeneutically identifies its own site. I proceed first through an Erörterung of the crossroads of the thinking of technology after Ihde and Stiegler, and second through an Erörterung of the Ort or the site of the first Erörterung, where the Ort for Heidegger is the land of the evening, the Occident [Abendland], in the throes of globalization, or more precisely Americanisation, a form of disorientation, that obscures the unconcealment of the essence of the human-technology relationship central to Heidegger. In the third part, I propose that the way to integrate and extend Heidegger, Ihde, and Stiegler is to acknowledge the importance of historical, cultural, and geopolitical difference in the interrelationship between the cosmos, morality, and technical activities, what I call cosmotechnics. Increasingly privatized auditory spaces resulting from the mutual engendering of auditory cultural practices and sound technologies that separated the sense of hearing and segmented acoustic spaces have had a muting effect on our experience of Others that has intensified since the advent of mobile listening devices. In Section 1 of the article, I outline features of the social realm of the nineteenth to twentieth centuries that made modern sound technologies possible and then features of the technological realm that have shaped (...) today’s social realm – all with an eye toward our experience of other people. Then, in Section 2, I reach for a few phenomenological tools from the work of Jean-Paul Sartre, Emmanuel Levinas, and Don Ihde to draw out the phenomenological vectors that have taken shape within the enmeshed sociotechnological context described in Section 1. Specifically, I show how technologically mediated auditory experience has been individualized and how the use of sound technologies on the go – whether wearing earphones or in a car – has had a muting effect on our experience of others. This paper considers the technologically-mediated constitution of auditory experience based on the analogy of a healthy natural soundscape as a well-balanced orchestra in which living creatures use the full range of acoustic frequencies to communicate and survive. Using the idea of (inner) horizonality proposed by Edmund Husserl, I argue that key technological inventions enabling the transmission and recording of sound made possible a new form of experience characterized by split horizonality. This new form of technologically-mediated auditory experience brought with it (...) potential for both creative expression and manipulation. A broader historical trend driven by technology towards individualization that culminated with our present-day experience of constantly connected mobile phones deeply embedded in our everyday lives calls into question the soundness of thinking of our technologically-mediated auditory worlds in terms of the analogy of a healthy natural soundscape as a well-balanced orchestra. The concept of innovation defines our age. It fuels the global economy, promises a sustainable future, and stands at the heart of our interconnected society. On the one hand, the concept of innovation is widely presupposed in terms of the commercial value it generates. As claimed in the tradition of economic analysis, innovation is characterized by its competitive dynamics and primarily directed at developing marketable products and services. On the other hand, the reality of today’s global issues, such as climate (...) change and food security, urges innovation to generate societal value beyond mainstream economic incentive. To this end, the EU policy discourse has paved the way for Responsible Innovation. The core idea here is to steer innovation processes towards societally desirable outcomes, specifically in response to the ‘grand challenges’ of our time. Under the sway of ‘science with and for society’, the hypothesis is that innovation can only respond to the needs and ambitions of society by including all its actors throughout the process. However, while much effort is dedicated to governing innovation, little thought goes to what innovation itself means conceptually. What understanding of innovation underpins the framework of RI? What implications, if any, does this have for the ambition to achieve RI? These are important questions to raise as they enable critical reflection on the relation between responsibility and innovation, broadly speaking. Does the ‘R’ in RI entail an application of ethical keys to an already existing concept of innovation, or does it require us to rethink the concept of innovation altogether? After providing a general introduction in chapter 1 on the context of the dissertation and its main research objectives, chapter 2 shows how RI emerged from a longer history of efforts to incorporate ethical dimensions in new and emerging technologies, such as Technology Assessment and Science and Technology Studies. While similar to its precursors in prioritizing ethical concerns, RI clearly distinguishes itself by shifting from an ethics of constraints to an ethics of construction. The chapter continues to show that such an approach comes with an epistemic challenge, a political challenge, and a conceptual challenge. Through an extensive analysis of policy documents and academic literature, chapter 3 breaks open the concept of innovation in the RI discourse. Firstly, it demonstrates that the RI discourse tends to presuppose a techno-economic concept of innovation, as coined by the terms ‘technological innovation’ and ‘commercialized innovation’. Secondly, it provides a historical analysis to show that the concept of innovation was originally politically oriented and had little to do with the way in which it is commonly understood today. Thirdly, it discusses the implications of a techno-economic concept of innovation for achieving the ideal of RI and brings into question whether the political origins of innovation may inspire an alternative route. Chapter 4 engages with the philosophy of technology to assess the feasibility of RI at both an ontic and ontological level. While innovation at the ontic level refers to concrete innovative artefacts, innovation at the ontological level refers to the mode through which these artefacts are seen, understood, and created. At the ontic level, RI is shown to play a significant role in steering emerging technologies towards societally desirable outcomes. Even so, at the ontological level, the question is whether the ideal of RI is feasible insofar its scope is limited to governing a techno-economic concept of innovation. Parallel to Martin Heidegger’s view of technology as Enframing, this chapter denotes that in trying to govern a techno-economic concept of innovation, the RI discourse remains subject to its dominance. This in turn explains why, at the operational level, RI is often employed for mere strategic and instrumental purposes, while falling short on its promoted ambitions. Chapter 5 articulates an orientation shift from a techno-economic concept of innovation towards a political concept of innovation in the RI discourse. To this end, the chapter distinguishes between weak RI, which seeks to govern a techno-economic concept of innovation through an applied set of ethical dimensions; and strong RI, which seeks to conceive a political concept of innovation beyond techno-economic ideology and practice. Inspired by the work of Hannah Arendt, the chapter establishes a political concept of innovation that actualizes the human capacity for speech and action, inspires radical novelty, and empowers the public sphere. In doing so, the chapter concludes that strong RI is principally a plural undertaking which guards individual opinion from collective opinion; enables a physical and symbolic openness that genuinely activates citizenry; and stimulates performative speech. The final chapter, chapter 6, briefly recaps the main research objectives and takes stock of the insights gained. It concludes that the contribution of this dissertation does not reside in the concern with the techno-economic ideology of innovation as such – a concern which RI in fact already expressed when it first emerged – but more so in the ontological critique to the idea that this ideology can somehow be overpowered through governance and regulation. The rehabilitation of an ontological dimension in RI in turn provides a new perspective to the philosophy of technology, which over the years has taken a course away from ontological viewpoints. Moreover, the chapter elaborates on how a political concept of innovation adds depth to the foundational claims of RI. Based on these conclusions, the chapter reflects on a range of broader insights, particularly in relation to the philosophy of innovation and the ethics of socially disruptive technologies. In sum, this dissertation politicizes the RI discourse precisely in the way it was originally envisioned, that is, through conceptualizing innovation as a fundamentally political matter. In this view, politics is not merely an extension of RI but is itself the condition of RI; it is what enables innovation to genuinely serve the public good. (shrink)

This paper aims to propose philosophical criticism toward 'classical' thinking on philosophy of technology. This set of thinking tends to be trapped in the distinction between subject-object and romantic-pessimisms on the existence of technological dominance. The authors objective is to provide comprehensive understanding through contemporary approaches in philosophy concerning technological mediation. The study employs factual historical analysis and philosophical reflection to understand technological mediation patterns. The result maps point of view that develops a metaphysical orientation of technological mediation in terms (...) of several approaches. Postphenomenological approaches technological mediation in a relational and intentional context rather than providing a subject-object distinction. Actor-network theory improves the asymmetrical relation of humans and non-humans. Simondon and Harman provide for ontological analysis of tools and technology in human relationships. Critical theory of technology opens the chance that technological relations are not only neutral-instrumental but have transformative and emancipatory power. Therefore, the technological mediation approach can become a new subject in the metaphysics of technology discourse in overcoming the limitations of the classical philosophy of technology. (shrink)
