The article is timed to coincide with the thirtieth anniversary of Ukraine's independence. Based on the generalization of fundamental and applied studies of scientists, the author's vision of such category as the gender parity is conceptualized. Based on the analysis of historical events related to the development of the state, the formation of cultural and social values in determining the gender identity of modern society is substantiated. Based on the analysis of literary and regulatory sources, the structure of the state (...) administration of Ukraine is visualized, which has become the basis for the diagnosis of gender aspects. Based on the analysis, the problems of gender parity in the public administration system of Ukraine are identified. (shrink)

Verbal disputes are often seen as closely related to a lack of substantivity. However, a systematic and comprehensive investigation of how verbalness relates to substantivity is still missing. The present paper attempts to close this gap. In addition to offering different conceptions of verbalness, the paper further develops Sider’s (Writing the Book of the World, OUP, Oxford, 2011) notion of substantivity. Ultimately, I argue for a more careful choice of terminology when it comes to assessing a dispute as “(merely) verbal” (...) or “nonsubstantive”. While the paper shows that there is no strict logical relation between mere verbalness and nonsubstantivity construed along the lines set out by Sider, it also demonstrates that further notable notions of (mere) verbalness and substantivity are in fact closely intertwined. It is a startling fact that, despite its long and rich history, the debate about per- sonal identity is far from settled. The present paper examines two deflationary explanations for this: a) the dispute is merely verbal (verbalism); b) there cannot be sufficient justification for preferring one theory of personal identity over the others (epistemicism). As this paper argues, there is evidence that either verba- lism or epistemicism provides a correct account of the personal identity debate.

In the context of the digital economy development, the priority component of the economic security of an enterprise is changing from material to digital, constituting an independent element of enterprise security. The relevance of the present research is driven by the need to solve the issue of modernizing the economic security of the enterprise taking into account the new risks and opportunities of digitalization. The purpose of the academic paper lies in identifying the features of preventing internal and external negative (...) influences (threats) in order to guarantee the effective and stable functioning and dynamic social development of the enterprise in the context of digitalization. The research methods are as follows: general scientific research methods, in particular, logical analysis, theoretical substantiation, methods of induction and deduction, formalization and generalization, statistical observation. Results. It has been proposed to introduce the concept of “digital security of the enterprise” for replacing the concept of “information component of economic security” in order to bring the terminology in line with new economic realities. The implementation of the “black box” model has made it possible to identify the latest risks and threats to the economic security of an enterprise within the conditions of the digitalization that differs from the existing ones. The assessment of enterprises’ digital security of the European Union member states has revealed that the digital security level does not depend on the size of the country, however, it is influenced by the institutional environment (in particular, digital development tools in the EU) and the size of enterprises. Also, within the research framework, an assessment of the digital security level of enterprises in the context of digitalization has been proposed. In order to characterize enterprises by the level of digital security, a calculation procedure using the coefficient method has been proposed. (shrink)

The metalinguistic approach to conceptual engineering construes disputes between linguistic reformers and linguistic conservatives as metalinguistic disagreements on how best to use particular expressions. As the present paper argues, this approach has various merits. However, it was recently criticised in Cappelen’s seminal Fixing Language. Cappelen raises an important objection against the metalinguistic picture. According to this objection – the Babel objection, as I shall call it – the metalinguistic account cannot accommodate the intuition of disagreement between linguistic conservatives and reformers (...) who are speaking different languages. The objection generalises to metalinguistic approaches to e.g. moral disagreements. This paper discusses the Babel objection and shows how to dispel it. (shrink)

The sphere of international tourism for the period 2000–2018 has been explored and analyzed in the article. The dynamics of the world tourist flows development and income from international tourism are considered, the determinants of development are derived, the regional structure of the world market of tourist services is given. The development of the tourism industry in the world is analyzed by indicators: the number of tourist arrivals, tourism revenues at current prices, total contribution of tourism to GDP. The main (...) tourist regions are analyzed in the context of the study, they are compared both in terms of the number of tourist visits, and a list of the TOP 10 countries by volume of foreign exchange earnings from tourism in recent years. It is concluded that in recent years, there is a continuing upward trend in demand for emerging markets, with old markets such as the European market, partially losing its popularity. In the process of research, it is determined that in the conditions of development of the world economy, expansion of volumes of international trade, improvement of means of transport, communication, increase of internationalization and globalization of the world economy the demand for tourist services increases. One of the peculiarities of the development of the international tourist services market is the globalization of the market, which has reached all sectors of the tourism industry. It is concluded that nowadays international tourism is an important area of international economic activity, a complex sphere that significantly affects both the structure and the situation in the world economy as well as the economies of most individual countries and regions of the world. Tourism development has a stimulating effect on such sectors of the economy as transport, communications, trade, construction, agriculture, production of consumer goods, and іt is one of the most promising areas of structural restructuring of the economy, confirming the amount of foreign exchange earnings from tourism in the world in general and in individual countries. It is the increasing demand for tourism services and the volume of foreign exchange earnings from tourism in the world makes the topic relevant for further research. (shrink)

В публикации рассматриваются особенности функционирования банков развития. Проанализированы мнения ученых по поводу деятельности банков развития и их влияния на экономическое развитие страны. Определены основные цели банков развития. Обоснованы отличия между банками развития и коммерческими банками. Рассмотрены особенности деятельности Банка развития Республики Беларусь. Исследованы мнения отечественных ученых по поводу необходимости создания банка развития в Украине. Проанализированы проблемы функционирования Украинского банка реконструкции и развития, а также Всеукраинского банка развития. Предложены основные направления создания государственного банка развития в Украине.

The problem of the concept of Ukraine’s state economic policy of regulation of human resources international movement in the context of global intellectualization remains topical throughout the existence of Ukraine as an independent state. It should be noted that the favorable geopolitical position of Ukraine provides potential opportunities for the development of both regions and the state as a whole, creates conditions that are associated with the involvement in international migration, tourism and transit and professional processes. Their number increases in (...) modern conditions of globalization development. The analysis of features of Ukraine's participation in the processes of intellectualization of the human resources international movement demonstrates the necessity of developing the state economic policy of the human resources international movement, which would become part of the global space and have certain benefits. The article is devoted to the prospects of creation and functioning of cooperative banks and development banks in Ukraine. The article deals with the peculiarities of cooperative banks and development banks. Sci-entists analyzed the views on the activities of banks and their impact on economic development. The article deals with the peculiarities of development and operation of the cooperative banks of developed countries: Germany and Poland. A three-tier model of national cooperative bank system has been suggested. The influences of developments (...) banks operations on the national economy are defined. The article is devoted to the increasing role of tourism in the world economy. The dynamics of international tourism indicators is investigated. The main global innovations in the tourism industry are identified: the growth of tourism types; the application of qualitatively new solutions of scientific and methodological and applied character; growing of tourism influence on the society; the existence of synergistic effect in the tourist industry as a result of combination of subjects efforts at all management levels; changing of the (...) role of internal and external factors that encourage innovative tourism development. In the article, the interaction of global processes on tourism innovations is defined. These processes are: intellectualization, informatization, cooperation, formation of the global tourism market, liberalization of the national tourism markets, increased competition and the spread of transnationalization. In the context of the global intellectualization, human capital is the determining factor in the innovation development and the international competitiveness of countries. In the XXI century. the leading component of human capital are qualitatively new information, communication and network technologies. Particular importance are education and training, professionalism, high level of human resources management, building up, reproduction and human capital development. These factors are the prerequisite for the growth of the competitive advantages of the country in the conditions of globalization.
